Steps to reproduce:

I have received few badges including the Mentor, Super Mentor and few other Web Literacy badges in Webmaker.


Actual results:

Given that I have received the badges, when I go to the badges page. I find that there is both the 'Issue Badge' and 'Apply' option.


Expected results:

I should be having only the 'Issue Badge' option.
