1059543 - Add in dev server for APK Factory

Developers and the -dev server have been using dapk.net as a development instance of the APK factory. I believe this was ozten's AWS personal instance and thats gone offline. We should either point everything to one of our existing instances, or set up a whole new instance for this case.

We have dev controllers, generators and signers configured for review and release [1][2]. Can we use those?
