Apps that are not certified should be moved out of Gaia and into the marketplace.  This allows them to be updated on our schedule, as opposed to carriers' schedules when they decide to pick up newer versions of Gaia.  Off of the top of my head email, clock, and calendar seem like viable candidates.

I think the next steps are to:
1. Evaluate if the above listed apps use certified APIs.
2. Evaluate which apps in Gaia that don't use any certified APIs as candidates.
3. Have the owner submit these apps to marketplace.
4. Make sure the vendors know to preload these apps.
5. Work towards making more APIs less privileged in follow up bugs.
6. ???
