We've got nagios check for the APK Factories that test if the service is up. But they don't do a full end to end check. This would be similar to check to receipts, which checks functionally that all the bits that make up receipt signing work, including trunion etc.

This check would send a manifest URL to APK Factory, which would then return a valid APK back. We should try and keep this lightweight if possible so that we don't overload the servers by the check.
