Visual Refresh of utility Tray broke some timestamps in French (see attached screenshot). More locales might be affected.

"Now" is fine
"il y a 5 min" is fine
"il y a 42 min" is truncated while it wasn't.

Fixed by backout, see bug 1038723 comment 37.

The visual refresh increased the timestamp font size container of about 15%.
This patch enlarges the container width of the same percentage.
