Details

Steps to reproduce:
1. Install Firefox 31 from the standalone installer.
2. Open the "C:\Program Files\Mozilla Firefox" folder.

Actual result:
Only D3DCompiler_43.dll is present.

Expected result:
Both D3DCompiler_43.dll and d3dcompiler_46.dll should exist.

The installer does not even contain d3dcompiler_46.dll.
Also confirmed on x64.
Nightly did not have this issue.
