Steps to reproduce:

Preferences -> Attachment -> outgoing


Actual results:

In the preferences window, the attachment tab doesn't display properly. 
I cannot do anything: like adding a filelink service.


Expected results:

There should have been a drop down list and an "add" button to add some service provider.

Hello, nmpi. Could you please restart Thunderbird with add-ons disabled. Go to Help/restart with add-ons disabled. Then check again if now it is working as expected. I am wondering if you are using some Theme which could be causing this issue.

Also, please, could you copy&paste the user-agent from your Thunderbird client. It could be seen on Help/Troubleshooting information.

The window looks somehow narrow (horizontally). Is that the default size? Can you enlarge it to the left so that it is wider and maybe it then reveals the buttons?

This is the default size of the window. Enlarging it doesn't reveal anything new. As for using an additional theme, yes, I am using lightening. I tried re-start thunderbird with ad-ons disabled but no luck.

I am assuming that reporter was using Thunderbird 31, then.

As far as I know, preference window on OS X version of Thunderbird is not resizable. At least on OS X 10.9, which is the version that I am using.

I am also discarding any incompatibility from your add-ons, nmpi. I am going to assume that "lightening" theme was, in fact, the Lightning calendar add-on :/ :\

Just one last question. Could you please open Error Console, on the Tools menu and look if there is some error? To be sure, open it, click on "Clear" and then open the preference tab which is causing the problem.

Yes, its lightening calendar (I read that this causes some issues sometimes). 
I already tried with the error console but there are no errors, not even any warnings.

Josiah, can you please check this problem on OS X with the default dialog size? Maybe the dialog is set too small on OS X. On Win XP it look wider to me than in the screenshot.
Or the Outgoing attachments tab must be redesigned due to OS X dialog size.

I'm not seeing this on a fresh TB build. nmpi, it appears as though you may have some kind of scaling enabled that's messing this up. What is your layout.css.devPixelsPerPx value in about:config (Preferences > Advanced > Config Editor...)?

The value for layout.css.devPixelsPerPx  is -1
I do not recall of any scaling or resizing parameters that I might have set.
