1062210 - Odd border on the "What's new page?" message

STR:
1. Open Firefox using a clean profile
2. Quickly open a newtab page (ctrl +t).

Expected Results:
The new tab page is correctly displayed with the "What is this page?" message displayed.

Actual Results:
There is a strange border around the "What is this page?" message, as you may see in the attached screenshot.

Notes:
This is a Linux specific issue, I couldn't reproduce it neither using Mac OS X 10.8.5 nor Windows 7 64bit.
