They don't fit in with the other control icons in the navbar.

Black, but should be dark gray: Stop/Reload, Bookmark
Dark gray, but should be light gray when inactive: Forward, Backward

Unfortunatly we can't do much about it without breaking high contrast and dark themes. We use system values with the new assets.

We made the icons smaller, from 18x18 to 16x16 since the dark color makes them heavier (see https://bugzilla.mozilla.org/show_bug.cgi?id=1016405#c49), but we can't change the color anymore per comment #2.
