1062611 - Tests for Browser Tabs

We need to land bug 1009604 (browser tabs) quickly, and I can't resolve my test issues, so I'll disable it for now and resolve the test problem afterwards.

Adjusted test document to get things passing.  Paul already reviewed the test as part of bug 1009604, so I don't think another review is needed here.
