Yes - 36.0a1 (2014-10-22) AR.
But since the notifications were removed from the conversation window, only the smileys and the text above them left to localize.

shell find the RTL review bug and when it will happen.... we want the full list prioritized.

Bug 1156205 has fixed this in FF 40 onwards (dir attributes added to the window in conversation.jsx).
