Never Active plugin still shows as the active one at Preferences applications pane

Details
If a plugin is set as "Never Active" at the add-on manager it is still kept as the active one at the Preferences applications pane.
I propose the most recent active plugin for this content type should be made the active one. If the original plugin gets activated again, it would take it's original place as the active one.
Is this still relevant or can this bug be closed now?

Clear a needinfo that is pending on an inactive user.
Inactive users most likely will not respond; if the missing information is essential and cannot be collected another way, the bug maybe should be closed as INCOMPLETE.
