Description
When opening the gallery without a memory card, the gallery prompts the user to insert a memory card. But inserting a memory card does not change the prompt and the device requires a restart

Steps to Reproduce
[preconditions] no memory card inserted
open gallery app 
insert memory card

Expected Results
The gallery app should load images on the memory card

Actual Results
The gallery app continued to prompt the user to insert a memory card

The flame hardware does not detect sdcard insertion/removal. The physical connector used on the flame isn't designed for hot insertion/removal.

So inserting/removing the sdcard on the flame should only be done when the flame is powered off.

Phones which have the card slide-in/slide-out are typically designed for hot insertion/removal (like the unagi or the dolphin).

When bug 1033952 is implemented then the flame will have its sdcard marked as non-removable.

This would allow the GUI to display a different error message for removable/non-removable cards.

The bug repros on Flame 2.2, Flame 2.1 and Flame 2.0
Actual result: An SD card inserted while the device is on is not detected until the device is restarted.  However, on the Flame 2.2 the SD card can also be detected when the device is put to sleep and reawakened.

The bug does not repro on Open C 2.2
Actual result:  An SD card that is inserted while the device is on will be detected immediately and any media on the card will show on the appropriate apps.
