Description

When scrolling through the contacts app, contact thumbnails and placeholder thumbnails take a long time to load in. They also come in at different times - placeholder images come in first, then thumbnail images. This makes the device feel very sluggish.

Import ~1000 contacts
Scroll contacts list

Result:
The Contacts pictures were slow to load in.

Notes:
Though this issue does reproduce in 1.4 the pictures load in a lot fast than the other branches.
Also, when you scroll away from a contact it's images disappear causing them to be reloaded when you return to that contact.

Contact images are lazyloaded after we are able to draw the whole list.

It's a trade off between a fast list and minimun representation to meet the standards in terms of cold launch and getting to 60 fps while scrolling.
