1063755 - [OTA] "check now" gets stuck until reboot, even when an update is available

Flame, nightly channel

STR:

With an update available:

1. Settings -> Device Information -> Check for Updates
2. click on "Check Now"

Expected: Finds update, text disappears (which is weird, but ok), and you later get a notification of an update available.

Actual: Text changes to "checking for updates" and stays that way until you reboot. After rebooting, everything was fine.

Note: I experienced this on one device but not the other. Both are Flames on the nightly channel.

Branch Check

All checks performed with the Flame v123 JB base image with 512 MB memory. 

Issue DOES NOT occur on Flame Nightly 2.2, 2.1, 2.0, 1.4.  (Open_C  not applicable.) 

Actual Results: 
After tapping "Check Now", the "Checking for updates..." text appears and either instantly disappears or remains for only about 2 seconds.
