Steps to reproduce:

This is similar to bug 1008793 and should have a similar resolution:

1. Close all windows without quitting the app
2. Press cmd-alt-F


Actual results:

The system made the default error beep at me


Expected results:

A new window should have opened, with the web search field given focus.

This also applies to cmd-K, which is another shortcut key used for focusing the websearch field.
