The title bar zoom button should toggle between "best" size and "custom" size,
not the max screen size. The "best" size is typically the smallest size the
window can be in which no scroll bars are needed. Explorer on the mac seems to
do this well.

Reproducible: Always
Steps to Reproduce:
1. Click the zoom button

Actual Results:  The window fills the screen

Expected Results:  The window should choose the "best" size for the current page
