In mozilla 0.95 navigator:
When opening a large number of navigator tabs, it is possible to open too many
such that all the tabs do not fit in the open parent navigator window. In
addition there is no way to scroll to the tabs which do not fit on the screen.

Reproducible: Always
Steps to Reproduce:
1.Start mozilla
2.open alot of tab browsers within one navigator window, until unable to fit
them all on the screen.


Actual Results:  failing scenario described above

Expected Results:  given a way to scroll to the tabs that do not fit on the screen
