Can we see if you have FHR turned off? If so, can we target a snippet that suggests reasons to turn *on* FHR?
Is turning on FHR related to privacy? I thought we were talking about turning FHR off for privacy-concerned users.
Bear in mind that we'll always be *collecting* FHR data locally -- that's the offline benefit part.

This, then, needs to articulate the value proposition of sharing that FHR data with Mozilla. That's a nebulous community-based value prop.

Because the Confidential addon would have FHR defaulted off, this is an opportunity to make the case to users to - indeed - share it with Firefox for their benefit  (and ours, as well - let's be honest with them). We would just be promoting the feature via snippet with a related landing page (sumo article, in all likelihood) so the control is still completely up to the user to switch it on if they wish to. 

Same could be said about MozStumbler.

The idea here is that everything defaults to off, but we can promote these two ideas to them in case they WISH to turn them on (and they just didn't realize the option existed or how it may benefit the Mozilla project by doing so).

Resolving this. Arcadio is taking this forward direct with the user engagement team (they don't use bugzilla to track work and requests)
