It's uncessary and adds to disk spam (+ a little bloat).

I agree that this ought to be fixed. I don't see the bloat impact of an extra
file on disk.

"footprint" is used for disk/mem footprint tagging.

The bug that was blocking this has long since been marked fix. Simple patch for
review coming up. If it fails on any platforms then we'll just have to reopen
bug 33098.
