I'm trying to create a new job exclusion profile per the attached screenshot, but am getting a "This field is required" error when I hit save without any indication of what's missing.

Making not a blocker since this has turned out to be a UX issue and it's still possible to proceed with bug 1031857 in the meantime.

Bug 1065650 - make job exclusion form validation more explicit

Also:
Move the exclusion name and description to the top of the form to
make it more prominent.
Change the max-height of the menu bar panels to avoid long scrolling.
Fix sort order in the job exclusions options
Add a back button to the job exclusion form
