Steps to reproduce:

In Bug 378637, Firefox add support for connecting to HTTP proxy over HTTPS.
configure the browser proxy with pac file to a proxy with an self signed certificate.


Actual results:

always in the page "This Connection is Untrsted", and can't add the ssl exception to bypass the page.


Expected results:

Can add the ssl exception and navigate the network.

(maybe retriage to Core::Security)
This was omitted on purpose, fwiw.
you can work around this by disabling the proxy and going to https://proxyhost:proxyip/ and adding the certificate there as if it were the origin.. afterwards re-enable the proxy.

but in general, proxies should have valid certs and we don't have to work within a TOFU culture for them so I don't think we should be the first to add it.
