1066399 - Make the fetch-bugs celery task run more frequently than once a day

The tasks currently runs once a day - something like every 30 minutes would be preferred.

However we likely need bug 1066398 first, otherwise we'll be putting too much load on the treeherder worker and also bugzilla.

Attachment: Run every 60 mins

This changes the frequency from once per day to every 30 mins.
Nothing else uses this intervalschedule item.

Given what you said about the query using pagination, I think we can land this now without waiting for bug 1066398.
