Details

With the SVG data, collect the set of <use xlink:href="external.svg#someotherthing"/> statements, and load in their contents to put at the top of the merged spritesheet.

Three points because there are some questions remaining around how to find the loaded files, and whether they'll be overridden.  (Also which XML API we'll be using.)
