1066777 - The kick-off form isn't creating dependent bugs

For the last few days, when someone fills out the kick-off form and answers the questions in a way that should generate legal and finance bugs, instead there's an error message saying there was an error creating those bugs and they aren't created. I'm attaching a screenshot. This is a significant problem.

Thanks to Cyliang, I was able to figure out where the issue came from. It is because of a recent commit[1] 
that got pushed live this week to fix bug 1051058. I will see if I can get a push to fix the issue sooner than next week but I am not sure if anyone will be able to perform it today.
