Steps to reproduce:

1. Open a text/plain URL, e.g. https://www.kernel.org/doc/Documentation/cgroups/memory.txt
2. Set browser.display.use_document_fonts to 0.


Actual results:

The text is rendered with a variable width font, breaking the layout based on a monospace font.


Expected results:

The text should be rendered with a monospace font, just like when browser.display.use_document_fonts is set to 1.

Note: which font is used for text/plain documents could also be configurable, but making this dependent on browser.display.use_document_fonts doesn't make sense.
Sounds a lot like bug 1065016. Is the problem still present in current Nightly?
I confirm that <pre> is also affected like in bug 1065016, and that the problem is not present in Nightly. So, marked as duplicate.
