User Agent: Mozilla/5.0 (Windows NT 6.1; Win64; x64; rv:32.0) Gecko/20100101 Firefox/32.0 Waterfox/32.0 Build ID: 20140903161535 Steps to reproduce: 1. open new "Write" form. 2. whilst in addressee box, click on File menu button - menu drops down :) 3. move cursor over Edit, File menu vanishes, Edit menu drops down :) 4. Move cursor over (greyed out) Insert & Format, Edit menu disappears, no menu drops down :) 5. Move cursor over Options - NO menu drops down :( Actual results: See above, no menu dropped down. Expected results: Once menu is triggered to drop down, menus should appear as cursor rolls over menu bar item. Sorry, no tools to copy the displayed menu so can't send image

The right UI here though is for Thunderbird to keep the Insert and Format menu enabled but disable all the commands on it.
