1067578 - Design messaging for empty panels

A lot of people don't have makes, badges, events, etc. We should add some messaging to those panels if they're empty.

If the person owns the profile the messaging could prompt them to take action (eg: "You have no makes. Make something!".

If the person is a visitor they should get messaging indicating the owner hasn't created content.

Cassie, I can certainly put something together for this, but I'm wondering if you'd like to take a crack at designing something. 

Even with some kind of added messaging for empty panels, things are going to feel pretty empty for most users. Maybe an illustration would be appropriate here?

* Easy Mode -> Just some text and a link with the next most obvious action / place to go.

We can improve this maybe by populating these areas with events / makes / kits that are popular or nearby. But then they'd go away as soon as you added your own so not sure about that. Let's chat about it.

Added a "me" and a "someone else" view. For now kept the "someone else" view pretty dumb, it doesn't know anything about the viewer, so the calls to action are pretty generic.
