This is kind of a bad idea, because the set of tests comprising, say, B2G Mochitest 9, change when tests are added and removed, but we should at least think of allowing per-suite leak thresholds.

Right now there's a bunch of bad things happening with leak detection in M9: we leak more than the other test suites, but we also don't produce a leak log at all, so we have a choice between letting all test suites leak a little more, or letting one test suite leak unboundedly.  It would be nice to have a third option, even if it is flawed.

If we could narrow this down to a test or set of tests we could plausibly stick it in the manifests nowadays.
I don't think we need this.
