Description:
The user does not receive a message when setting a contact that does not have an associated phone number as an ICE contact.

Repro Steps:
1: Update a Flame to 20140915000203
2: Open Contacts > Add contact 
3: Only enter a name and tap "Done"
4: Tap on the Settings icon > ICE contacts > Set ICE Contacts > select the contact from step.
5: Hit the back arrow and select "Done" on the Contact Settings page

Actual:
No message is shown informing the user that the ICE contact does not contain a phone number

Expected:
A message is shown informing the user that the ICE contact does not contain a phone number.

This issue DOES occur on Flame 2.2(319mb), Open C 2.2, Flame 2.1(512mb), and Open C 2.1
Actual Result: The user does NOT receive a message informing them that the set ICE contact does not have a phone number associated.
