Thankfully, the link to bugzilla was visible ;)

https://treeherder.mozilla.org/ui/help.html display won't scroll for me, "Builds" and "Test" headings are visible, but content offscreen. Content does appear if I zoom out, but still appears clipped.

Screenshot attached showing narrowed view with no scrollbar.
