Steps to reproduce:

install Building-Blocks app (https://github.com/buildingfirefoxos/Building-Blocks) on Flame with FFOS 2.1, open the applications, tap on "Tabs" item


Actual results:

Screean after "Tabs" item is CSS-less


Expected results:

That screen have to be CSS-styled
This is not a Gaia-UI-tests issue moving this to general for better visibility
