[Ringtone] User is unable to set .3gp files as default ringtone

Description:
After moving a .3gp file to the test device the user, the file is not read as a valid option to set as a ringtone
Prequisite: Have a .3gp file in the Test Device
Repro Steps:
1) Update a Flame device to BuildID: 20140917000205
2) Navigate to Settings>Sound>Manage Tones
3) Select the + on the top right corner
4) Observe valid files to set as ringone
Actual:
.3gp file does not appear as a valid file to set as a ringtone
Expected:
.3gp file appears as a valid to set as a ringtone

Alison, could you take a look at this issue? Is this valid? There is a test case for it but i thought .3GP was a video file?

I tried the following build and found this feature works well.
Based on v184, full flash KK build.

Did you put the 3gp file under /Ringtones (or /Notifications) folder?
For this feature, we only use /Ringtones and /Notifications in SD card to get ringtones and alerts.
Besides, this is 2.1 new feature.
