steps to reproduce:
1. Make sure you are a developer on one of the apps which don't have public stats.(https://marketplace-dev.allizom.org/developers/app/sleep-time/ownership)
2. Log in on the details page
3. Load the stats page for that app https://marketplace-dev.allizom.org/statistics/app/sleep-time
expected behavior:
Stats load for devs irrespective of where the devs logged in from
actual behavior:
stats page load only if the developer logged-in from the stats page
