When TokBox is down the heartbeat works but not the /calls that timeout with an empty response.

:natim - unless this has to go out today, then no.
We can roll this into whatever goes to Prod next - 0.12.2 or whatever...
If on the other hand, everybody would feel better if this went to Production right away,
then we can push this directly to Prod as a "emergency break fix".
The fix looks straightforward enough.

:jbonacci, we did the tag but you can skip it if you want to. TokBox is usually working and back online so this is not really an emergency anymore.
