If there are no phone calls in the call log, there’s still an empty row.

Sorry for unclear description. The empty row is the empty area above the line.The line indicates that there should be something above it. Without the line this wouldn't happen.

Carol is on her PTO now and I've taken a look on this bug. We are currently working on Call log page redesign and I do agree with you that we should take this "empty space" into account. So we will include this page in our 2.2 redesign scope. Thanks for the suggestion!
