Steps to reproduce (with screen reader): * Open a Usage app (for the first time) ** Expected: Screen reader should focus on the header ** Observed: Screen reader focus lands on the pager/slider. * Swipe to the next element: ** Expected: Screen reader should focus on the pager/slider. ** Observed: Screen reader focus lands on the header. This is because the markup is inconsistent with presentation and should be updated to reflect the order of elements on the screen.
