1070068 - Enable leak logging for content processes on B2G

Getting leak logging for content processes working on B2G is going to require some additional work, including but probably not limited to:
- Investigating why we're crashing deep in shutdown on B2G (see bug 1035454).
- Some kind of Marionette work to find and copy off all of the non-default process leak logs, ensuring that they are copied into a file with a name that matches the format that processLeakLog expects.

Also, given that child processes are going to have a much shorter lifetime and be per-app on B2G, it seems less critical than on desktop.
