Details
Telemetry suggests that the bottom row of Top Sites contributes no more than 9% of the clicks on Top Sites.
However, it does add three thumbnails to our memory footprint, which have to be loaded from disk on first run, and pushes the list further down the page (or below the fold altogether).
I contend that we should eliminate the bottom row altogether, either on all devices, or on a subset (resource-constrained APK devices, low-memory devices, phones?).

I think 6 is enough. Unless I'm mistaken, on first-run we only show 6 as well (and 2 of the last ones are "Add a site".
I think Ian sent out an email once upon a time about how the frecency of these sites are also an issue? From using it, I've also found it not working as I'd expect it to. So if we fix that there's even less reason to have 9 I reckon.

I should rephrase.
On phones, we show 2x3. On tablets we show 3x3. I think we should show only two rows; four tiles on phones, six on tablets.
Summary: Reduce the number of top sites grid items from 9 to 6 → Reduce the number of top sites rows from 3 to 2

Incidentally, the phone landscape layout is pretty bad: it switches to 3x2, and the second row is mostly below the fold!

In landscape on phones we should consider showing 4x1, I think.
