Pulse Guardian users are now created with all permissions on /exchange/<user>/.*, so we can track existing publishers (buildbot, bugzilla, etc.) via Pulse Guardian.  However, many mozillapulse exchanges are "/exchange/<user>", e.g. without the trailing slash, so they should be updated (the above format also ensures that there aren't clashed permissions with any future users starting with the same string).
I also realized that a recent change broke the tests.  Fixed by, sigh, adding yet another **kwargs.
