I noticed that we never actually run test_flag_histogram() in test_nsITelemetry.js.

Nathan, hg history puts you up as a likely reviewer.
I noticed that we never actually run this test and it needed small fixes.
I guess we could also make FlagHistogram::Accumulate() normalize the value and/or index if we care about this.
