chaos-mode-bug-fix

Chaos mode can significantly shorten the length of time before a setTimeout handler runs. This timeout detection for mochitests uses setTimeout to decide when to timeout. In chaos mode, it sometimes will time out after only a few seconds. This patch makes sure we wait the full time.
