Description:
On the New window screen (TOP SITES/HISTORY), the user is unable to scroll all the way to the bottom. 

Pre-requisite: Have at least 3 websites for the browser history.
   
Repro Steps:
1) Update a Flame device to BuildID: 20140923003005.
2) Open Browser app, or select 'New window' on the menu icon from an already opened browser.
3) Scroll down the screen.
  
Actual:
The screen does not scroll down to the bottom of the list. It stops in the middle of the 3rd item under "HISTORY".

Expected: 
The screen scrolls down to the bottom, and the user is able to see all items under "HISTORY".

Unable to verify the issue on v.2.0. The browser on v.2.0 has different UI. The Top sites and History list scroll down properly:

I am unable to reproduce this bug on the Flame build when this bug was filed, or on todays Flame build.
