Bug 995957 removed VISCII, x-viet-tcvn5712 and x-viet-vps. comm-central needs to react by adjusting charsetalias.properties and, depending on telemetry, potentially by importing the VISCII decoder into c-c to deal with self-inflicted VISCII legacy. (Thunderbird misguidedly used to offer VISCII in the message compose character encoding menu.)
So, VISCII should be imported? Or did the stats you had say otherwise?

I had someone comment that VISCII was needed for 99.99% charset compatibility, but two other sources of data have failed to confirm that. So I believe we should not import VISCII unless we get reports that not having it is causing problems.
