Steps to Reproduce:
1. Select Open Web Location from the File menu
2. Enter http://alpha.dyndns.org/ov511/faq.html as the URL
3. Set the "Open in" listbox to "New Composer window"
4. Click Open button
When I do this (or open a local copy of the file), I get an alert dialog that
says "This page cannot be edited for an unknown reason". When I click the
dialog's OK button, the current composer window closes.
Strangely, I can go to the same URL with Navigator and select "Edit Page" from
the File menu, and it works. Some other pages at that site edit fine (i.e.
install.html), and some don't (images.html). I thought that the "ibm850"
character set meta tag was to blame, but changing it didn't help.

Works for me on a second Linux system running 0.9.5, and on the original system
as a different user. Removing the "Content-Type" meta tag from the file also
fixes it. Must be a problem with my preferences.
