Description:
When there is no recent windows, tapping "Your recent browser windows show up here" screen brings up the homescreen, instead of returning to New window screen.

Repro Steps:
1) Update a Flame device to BuildID: 20140925000204.
2) Go to a few website, so that there are recent windows in the history.
3) Open a New window page.
4) Select the Windows Manager button.
5) Close all recent windows.
6) Select the Windows Manager button again.
7) Tap the "Your recent browser windows show up here" screen.

Actual:
The user is brought to the homescreen.

Expected: 
The user is return to the previous screen (New window).

I also discovered that tapping the Home button on "Your recent browser windows show up here" screen brings up the New window screen. Seems like tapping the screen and Home button do the opposite of the expected behaviors. Here's the current result:

"Your recent browser windows show up here"
Tapping the screen > Home screen (NOT New window screen)
Tapping the Home button > New window screen (NOT home screen)
I agree with Yeojin - the behavior from the Empty Tab Manager/"Your recent browser windows show up here" view should be:

Tapping the screen > Open New window screen 
Tapping the Home button > Home screen 

Note, there are some windows management issues still occurring. A new browser window should still count as a browser window, so the user should only ever Empty Tab Manager screen if they enter the Tab Manager and close all the open tabs. If the user loads a URL from the New Window view, the URL should load inside the New Browser window and not open a new window.

[Blocking Requested - why for this release]:

Nominating this bug as a blocker. Tapping on the home button, and tapping on the screen seem to have opposite behavior than what is expected, per comment 3. This is bad user flow and confusing for the end user

Note, if Bug 1074512 gets uplifted to 2.1, then there should be no occasion to show the "Your recent browser windows show up here" view. There should always be at least one window open and, following bug 1067649, if all browser windows are closed, the user should be returned to the Home screen.
