1073749 - Loss of strong/bold in lower left job panel on Windows, possibly from recent bootstrap update

Roughly around the time we upgraded bootstrap yesterday

..and/or around the time we pushed that and other subsequent bootstrap related fixes by camd this afternoon, we seemed to lose the strong/bold formatting of the lower left job panel on Windows. At least on my WinXP system, using both Firefox and Chrome.

It seems fine on OSX judging by camd's screen grab shared in channel.

I will attach my own screen grab from WinXP, for what it's worth. Perhaps someone can see if they can reproduce the appearance, on a more legitimate Win7/8 VM.

I think this is just a function of the smaller font sizes chosen for that panel (its 'small' class at 85%), and the rendering of my particular Windows machines. When I ctrl+ to zoom in to 110%, or instead set the small class to 88% the bold shows up.

I believe other Windows users see bold by default, so marking wontfix for now. I will reopen if I hear otherwise.
