From Bugzilla Helper:
User-Agent: Mozilla/5.0 (Windows; U; Win98; en-US; rv:0.9.5+) Gecko/20011029
BuildID: 2001102903
For the past week or so, new tabs have opened with a blank page. Before that,
they seem to have followed the preference for new windows (i.e., opened the
user's homepage). There should either be a pref for what to load into new tabs
(homepage, blank page, same page as last viewed tab), or tabs should follow the
preference for opening new windows (homepage, blank page, or same page as last
viewed window).
Reproducible: Always
Steps to Reproduce:
1. Open Mozilla
2. Type Ctrl-T
Actual Results: Blank page with title "untitled"
Expected Results: The page specified by my preferences for home page, in this
case, Mozilla.org start page.
I did search for this, but couldn't find it.

Check:

I'm changing my vote to this (still) open bug, but I'll bet that it will be
closed as WONTFIX also.
This should probably be marked as a dupe of bug 105589, or perhaps thats a dupe
of this one. This bug is slightly more general.
Reporter - could you check the comments on that bug and perhaps mark this as a
duplicate, switching your efforts to bug 105589?
Thanks for using bugzilla!
Sorry, didn't find that in my search, will comment on 105589.

I don't think this is really a "duplicate" of 105589.
It's more of an "opposite", in that it proposes to undo the "fix" of 105589.
There is a proposed patch in the comments of 105589 that would
introduce a preference that would be able to satisfy both PR's.
