STEPS TO REPRODUCE
0. set layout.css.overflow-clip-box.enabled to true in about:config
1. load the attached testcase and scroll the list at the top so that
   some content is scrolled out of view

ACTUAL RESULTS
The content isn't clipped at the content edge.

EXPECTED RESULTS
The content is clipped at the content edge.  Compare with the (pink) DIV
that has the correct rendering.
