As a first step toward localizing content within the /Resources section, we need to let users know that the links in Discover, Make, Teach lead to English content, and that we need people to submit resources in their own local contexts. 

We currently have a 'submit a resource' CTA. We need to design a way to make this more location/language-specific, a brighter call to action to help us build this awesome local content.

Though this proposal is a bit more complex than just restyling the button, I think this redesign would yield better engagement in our localization efforts.

Comments left in redpen. A couple blockers I'd like to see resolved around language and being explicit to the user as to what language they are making recommendations for. Otherwise feeling solid.
